- Declaration of services or school for students (art.17, par. b), Dec. 3/00, January 14th);

- Certificate of residence;

- REGARDING MINORS, they must also present:

- One duly completed APPLICATION SHEET, with printed letter or typewritten in black ink;

- Two (02) Passport PHOTOGRAPHS (coloured, current, original, with a white background and without sunglasses (except on medical advice)).

- Original and Photocopy of the CONSULAR REGISTRATION CERTIFICATE with at least 6 (six) months validity;

- Original and Photocopies of the following ANGOLAN DOCUMENTS:

- Identity Card;

- Birth Certificate; Birth Register issued in Angola, and certified by the Technical Services of the Ministry of Justice and validated by the Ministry of Foreign Relations;

- Personal Identity Document (applicable only for minors);

- Four (4) passport Photographs (coloured, current, original, with a white background and without sunglasses, no smiling, no scarves, no turbans, no bangs, and with hair pulled back behind ears. In case of male citizens, no earrings, braided hair or mohawks);

- Declaration of services or school for students (art.17, par. b), Dec. 3/00, January 14th);

- Signing is made in the presence of the official.

REGARDING MINORS, they must also present:

- A LIABILITY NOTE signed by one of the parents or legal guardians (art. 17, no. 2, Dec. 3/00, January 14th);

- Original and Photocopy of the following ANGOLAN DOCUMENTS of the parent or legal guardian:

- Photocopy of the National Passport;

- Original and Photocopy of the CONSULAR REGISTRATION CERTIFICATE with at least 6 (six) months validity;

- Photocopy of the Identity Card;

- Birth Certificate; Birth Register issued in Angola, and certified by the Technical Services of the Ministry of Justice and validated by the Ministry of Foreign Relations;

- Personal Identity Document (applicable only for minors);

- Four (4) passport Photographs (coloured, current, original, with a white background and without sunglasses, no smiling, no scarves, no turbans, no bangs, and with hair pulled back behind ears. In case of male citizens, no earrings, braided hair or mohawks);

  • Safe-Conduct

Required documents:

- Letter addressed to the Consular Sector, justifying the reasons for the application.

- One duly completed FORM, with PRINTED LETTER in each square in black ink;

- Identity Card;

- Birth Certificate;

- Personal Identity Document (applicable only for minors);

- Original and Photocopy of owned Passports, even if expired ones.

- Three (3) passport Photographs (coloured, current, original, with a white background and without sunglasses, no smiling, no scarves, no turbans, no bangs, and with hair pulled back behind ears. In case of male citizens, no earrings, braided hair or mohawks);

- REGARDING MINORS, they must also present:

- 1 – WHEN TRAVELLING WITH PARENTS:

- Photocopy of valid Passports of the parents (pages 1, 2, 32 and visas);

- Photocopy of the parent’s Travel Tickets;

- 2 – WHEN TRAVELLING ONLY WITH THE MOTHER:

- Photocopy of valid Passport of the mother (pages 1, 2, 32 and visas);

- Photocopy of the mother’s Travel Ticket;

- TRAVEL CONSENT FORM signed by the father, certified by a notary;

- Photocopy of the valid document, used by the father for the recognizing of the signature;

- 3 – WHEN TRAVELLING ONLY WITH THE FATHER:

- Photocopy of the father’s valid Passport (pages 1, 2, 32 and visas);

- Photocopy of the father’s Travel Ticket;

- TRAVEL CONSENT FORM signed by the mother, certified by a notary;

- Photocopy of the valid document, used by the mother for the recognizing of the signature;

4 – WHEN NOT TRAVELLING WITH PARENTS:

- Photocopy of valid Passport of the accompanying adult (pages 1, 2, 32 and visas);

- Photocopy of the Travel Ticket of the accompanying adult;

- PARENTS’ TRAVEL CONSENT FORM with signatures certified by a notary.

- Photocopy of valid documents used by the parents for the recognizing of the signature;

- Court Ruling on parental responsibility in case of child custody;

NOTE: The presence of the Safe-Conduct applicant is mandatory, including minors. In case of loss, it is mandatory the presenting of the declaration issued by the proper authorities;

  • Birth Registration based on Direct Declaration

Required Documents:

- Document issued by the hospital that proves childbirth and identifies the parturient;

- Original and Photocopy of parents’ valid documents (Identity Card/Birth Register and Passport);

- Original and Photocopy of the valid Consular Registration Certificate (applicable only for citizens residing in Portugal);

- Presence of two witnesses, capable of providing valid identification documents (original and photocopies);

Note: it is mandatory the presence of both parents in case of children of unmarried couples, where one of them can be represented by power of attorney. It is mandatory the presence of one of the parents in case of children of married couples, where that must present the documents of the absent parent.

  • Birth Registration by Transcription

Required documents:

- Birth Register from the respective register office (up to 6 (six) months validity);

- Original and photocopies of the parents’ following documents:

- Identity Card/Birth Register;

- National Passport;

- Updated Consular Registration Certificate of the parents (applicable only for citizens residing in Guinea-Bissau);

- Presence of one of the parents;

Note: declarations included in the Birth Register must be in conformity with the documents presented by the parents in the transcription act.

  • Adoption Registration

Required documents:

For minors:

- Personal identification documents (Identity Card/Birth Register and Passport) of the fostering parent and respective photocopies;

- Personal Identity Document or Certificate of the Foster Child;

- Two adult witnesses with valid identification documents (original and photocopies);

For adults:

- The Adult Fostering Parent must be present during the act in order to sign the respective Register, presenting the same documentation required for minors;

  • Process for the Transcription of Marriage in Angola concluded in the Register Office of Guinea-Bissau, without Matrimonial Capacity

Required documents:

- Angolan Birth Certificates of the spouses, certified by the National Board of Register and Notary (with at least 6 months validity);

- Marriage Certificate (with at least 6 months validity);

- Residence Certificate issued by the local Civil Township of the engaged (with 3 months validity);

- Angolan Identity Card and National Passport;

Note: the process is received by the Consulate Register Sector, with the presence of one of the spouses, where one of them can be represented by power of attorney.

- By request of the spouses, the process can be hand-delivered or sent by this consulate to the Central Register Office in Luanda, for the respective integration;

  • Process of Marriage of Angolan Citizens with Foreign Citizens in the Consular Sector

Required documents:

- For the Angolan citizen:

- Original Birth Certificate (it must be certified by the National Board of Register and Notary and properly authenticated by the Ministry of Foreign Relations in Angola (6 months validity);

- Residence Certificate issued by the Municipal Board of the engaged (with 3 months validity);

- Original and photocopy of the Consular Registration Certificate;

- Original and photocopy of valid passport;

- Presence of the engaged or Legal Representative (Power of Attorney) of one of the engaged.

- For the Angolan Engaged, it is necessary to present a regularized military situation (presenting of the respective census ticket) for ages between 18 and 30;

- For the Foreign citizen:

- Original Birth Certificate (it must be authenticated by the Consular Sector of the Embassy of Angola in Guinea-Bissau);

- Residence Certificate issued by the Municipal Board of the engaged (with 3 months validity);

- Original and photocopy of valid passport;

- Matrimonial Capacity Certificate, issued by the country of origin or by the respective Consular Sector;

- Presence of the engaged or Legal Representative (Power of Attorney) of one of the engaged;

Note: in case the documents of the foreign citizen are not in Portuguese, they must be translated, certified by a Notary and authenticated by the Consular Sector of the Embassy of Angola in the country of origin of the documents.

- There must be an official translator during the act of marriage in case the engaged does not understand Portuguese.

  • Process of Matrimonial Capacity

Required documents:

- For the Angolan citizen:

- Birth Certificate of the engaged (with 6 months validity) and respective photocopy. Certificates issued in Angola must be properly authenticated by the National Board of Register and Notary, by the Ministry of Foreign Relations, and in case of marriage in a body of the Portuguese Municipal Registry, they must also be certified by the Portuguese Consulate in Luanda.

- Original and Photocopy of valid Passport (1st, 2nd and last page);

- Photocopy of valid Consular Registration Certificate;

- Residence Certificate issued by the Municipal Board of the engaged with 3 months validity;

- For the Angolan Engaged, it is necessary to present a regularized military situation (presenting of the respective census ticket) for ages between 18 and 35.

- For the Foreign citizen:

- Birth Certificate of the engaged (with 6 months validity) and respective photocopy. Certificates from other countries, except Guinea-Bissau, Senegal and Gambia, must be authenticated by the Consular Sector of the Embassy of Angola in Bissau and Ministry of Foreign Affairs of the respective countries.

- Photocopy of valid Identity Card only for citizens of Guinea-Bissau and valid Passport of the engaged of other nationalities;

- Residence Certificate issued by the Municipal Board of the engaged with 3 months validity;

NOTE: It is mandatory the presence of the engaged in the act of delivery of the documents for the signing of the respective minutes or the presence of a legal representative of one of them with Written Letter of Attorney or Public Instrument.

- Residence Certificate issued by the Municipal Board of the engaged with 3 months validity.

- The above-mentioned documents must be validated by the Ministry of Foreign Affairs and authenticated by the Consular Sector of the Embassy of Angola.

- Birth Certificate of the Angolan Citizen with at least 6 months validity;

- Identity Card of the Angolan citizen or National Passport;

THE PROCESS MUST BE DELIVERED AT THE REGISTER OFFICE OF CENTRAL REGISTERS IN LUANDA BY THE ENGAGED, FOR THE RESPECTIVE TRANSCRIPTION.

  • Ship Registration

Temporary Registration of Vessels

Required Documents:

- Letter addressed to the Consular Sector;

- Valid personal identification document of the owner;

- Sale and Purchase Document properly stamped and certified by a Notary;

- Documentary evidence of existing Company or other State or Private Body direct or indirectly related to the purchased vessel, as proof of the purpose that said vessel serves (except if the owner is an Angolan citizen);

- Photocopies certified by a notary of the Registration Document, Title Deed, Tonnage Certificate and Seaworthiness Certificate;

- Documentary evidence of the requesting of mandatory inspections at the proper Bodies in the Country where the vessel is docked;

- Documentary evidence of the requesting to the Republic of Angola of the proper permits at the respective Ministries (Fishing and Transports);

- When it is necessary the issuing of a Crew List, the respective Seaman’s Authentic Book must be requested from the owner or ship’s manager;

Note: Any record of temporary nature until the arrival of the ship to Angola must be immediately communicated to the Port Captaincy Office in question.

  • Notary

NOTICE

- Proceedings for the certification of the authenticity of documents at the Consulate of the Embassy of Angola in Guinea-Bissau. The Republic of Angola is not a Signatory Part of the Convention relative to the suppression of the requirement of legalisation of Foreign Public Documents (Hague Convention of October 5th 1961). In these terms, for public documents drawn up by the Guinean authorities, or from the Jurisdictional area with legal value in the Republic of Angola, it is necessary that they are certified by the Consular Services of the Embassy of Angola in Guinea-Bissau, preceded by the authentication of the Ministry of Foreign Relations of Guinea-Bissau and Jurisdictional Areas. Changes made in the notice of June 18th are the result of new proceedings introduced by the Ministry of Foreign Relations that has decided to focus on the authentication of all public and private documents drawn up by the Guinean, Senegalese and Gambian authorities. Thus, it is of the utmost importance to take into consideration the following proceedings:

– Public documents drawn up by:

- Register Office of the Municipal Registry;

- Register Office of the Property Register;

- Register Office of the Trade Register;

- Notary’s Office;

- Ministries;

- Courts;

- Civil Townships;

- Universities and Public Institutes;

- Public Basic Schools;

- Public Secondary Schools;

- Private Universities;

- Specialized orders (For example, Medical, Engineers, Nurses, etc.);

Private documents acknowledged by Notary, Attorney, Post or similar must be Authenticated by the Ministry of Foreign Relations of the Country of Origin.

 

  • Authentication of Documents and Recognition of Signature

- Document being authenticated;

Note: All documents issued by Institutions of Guinea-Bissau must be firstly authenticated by the Ministry of Foreign Relations of the Republic of Guinea-Bissau, and posteriorly by the Consular Sector of the Embassy of Angola in Guinea-Bissau.

- Documents written in a foreign language must be accompanied by corresponding translation by official translators.

  • Military Census/Military Registration

Required documents:

- COPY OF PAGES 1, 2, 3 and 32 of the PASSPORT;

- COPY OF THE IDENTITY CARD;

- COPY OF THE ADDRESS DOCUMENTARY EVIDENCE;

- COPY OF THE CONSULAR REGISTRATION CARD (Valid);

- COPY OF THE BIRTH REGISTER;

  • Declaration of Proof of Life

Required Documents:

- Declaration Request Form, without errors or erasures, with printed letter or typewritten in black ink and signed by the beneficiary;

- Original and Photocopy of an Angolan document (National Passport or Identity Card);

- Photocopy of valid Certificate of Consular Registration for users residing in Portugal;

- Foreign citizens must present the original and photocopy of the Pensioner Card or documentary evidence of being one in Angola.

- The presenting of the Pensioner or Social Security Card of Angola is mandatory.

NOTE: Users over 60 years of age that requested the declaration after 12:00 will receive it in the following day. It is possible to home deliver it on the same day, according to what the user desires.

Required documents:

Angolan citizens:

- Colour copy of the Certificate of Valid Consular Registration;

- Colour copy of the Identity Card (Optional);

- Birth Register (Optional);

- Colour copy of Pages 1, 2, 3 and 32 of the Passport;

- Colour copy of the Portuguese Residence Card (Optional);

Foreign Citizens:

- Colour copy of the Citizen’s Card;

- Colour copy of the Passport with entry visa in Angola;

- Colour copy of the Angolan Residence Card;

The Consulate will contact the user for providing of the Document;

- Photocopy of an Angolan document (National Passport or Identity Card);

- Photocopy of valid Certificate of Consular Registration for citizens residing in Guinea-Bissau and Jurisdictional areas;

- Letter addressed to the Consular Sector of the Embassy of the Republic of Angola in Guinea-Bissau, explaining the motives for requesting such Declaration;

- Original and Photocopy of valid Certificate of Consular Registration;

- Presenting one of the following as documentary evidence of current residence in Guinea-Bissau or Jurisdictional area.

For the authenticity of Angolan driving licence:

- Declaration Request Form, without errors or erasures, with printed letter or typewritten in black ink and signed by the beneficiary;

- Application addressed at the National Director of Roads and Traffic (1);

- Photocopy of Legible Driver’s Licence;

- Photocopy of a personal identification document (Identity Card or Passport);

- Valid Certificate of Consular Registration;

Dear Sir or Madam, (National Director of Roads and Traffic Services of Luanda),

(Name) ……………………………, from……………, with ……. years of age, owner of driving licence number …………………, issued in …………. at ……………. expiring on………………, hereby requests that you issue a declaration proving the authenticity of said driving licence issued in the above name. Awaiting approval.
